Did you know if you win a claim against a seller and they have no money PayPal will not reimburse you one cent? Been there done that. PayPal is only a place to take your money. Also, if you paid buy credit card, the credit card company may say PayPal owes you nothing because it is a third party transaction. The credit card could tell you, YOU have to get a refund from the third party that never delivered the goods in the first place. Been there done that. Yes PayPal Seller Protection policy requires the seller to have a shipping confirmation. Of course, the seller can send you an empty box. Or nothing. Seller protection is not likely to be a concern of a seller gone bad. You on the other hand only have 45 days to file a claim with PayPal. So don't let the seller take too much time. You only have 60 days to file with your bank if you paid by credit card. It must be in writing.
So if the item is going to be delayed, have the Seller credit the money back and don’t pay too early. Been there.
On the other hand, you don't want to file a claim too soon because PayPal will likely freeze the sellers account. This protects PayPal, but is a sure way so you will never see your money nor the goods. Been there done that. Unfortunately PayPal may limit the number of claims and your credit card may charge you for a dispute. Insanity..everyone wants your money. This is a true Actual PayPal step: Step Six: Case closed. The buyer's claim has been granted but the seller did not have sufficient funds in his PayPal account to cover the refund. PayPal is working with the seller to recover funds on the buyer's behalf. Yet the case is closed!!! Does that sound like PayPal is working on your behalf?? If you file for refund PayPal does nothing for you if seller has no money with them. Worse, your bank credit card may tell you tough because it is a third party and PayPal is not liable as they only take your money.

PayPal the fast secure way to pay. It does not say the fast secure way to shop. Caveat emptor. They take your money. They do not guarantee you will get anything or anything valuable in return. While you are at it, read eBay’s guarantees. * Yes, I’ve done thousands of great transactions with eBay and PayPal. * Even sold a car on eBay. * I've dealt with international buyers and sellers. * Some sellers gave me refunds and I did not even have to return an item. * Some sellers shipped replacement items or spare parts without me returning an item. * I've met lots of friendly fine folks here. I used to think I had it covered with PayPal and a credit card. Not anymore. 1. Read the terms and conditions. Do a Google on PayPal...see what you find. 2. I'm not saying anything bad...just due your due diligence. It isn’t what you think. 3. You do not have the secure marketplace. Sellers come and go on eBay a lot. It is only if a seller wishes to continue, you have any leverage. 4. PayPal freezes too many seller's accounts...very risky.
