 YOU ONLY HAVE 60 DAYS TO FILE WITH YOUR BANK.

SO IF THE ITEM IS GOING TO BE DELAYED, HAVE THEM CREDIT THE MONEY BACK.

 YOU DON'T WANT TO FILE A CLAIM TOO SOON BECAUSE PAYPAL WILL LIKELY FREEZE THE SELLERS ACCOUNT. THIS PROTECTS PAYPAL, BUT IS A SURE WAY SO WILL NEVER SEE YOUR MONEY NOR THE GOODS..

 STEP SIX..CASE CLOSED. The buyer's claim has been granted but the seller did not have sufficient funds in his PayPal account to cover the refund. PayPal is working with the seller to recover funds on the buyer's behalf. YET THE CASE IS CLOSED. DOES THAT SOUND LIKE pAYPLA IS WORKING ON YOUR BEHALF??

AS a seller, I have always gotten my money.
Just recently I got a notice that the "bank" had reclaimed the funds paid by a buyer. The funds were put into a "pending" status and Paypal investigated. The item had already been delivered. I provided all the info. to Paypal about the buyer receiving the item.
The buyer said he used the wrong account. He said that he got the pants and they were OK, but still the funds were stopped by his bank. HMMM...I provided all the info. I had to Paypal and Paypal restored my funds.
Paypal said I had followed all the rules and therefore was entitled to the money.
I guess this was a case of where the buyer got his package and wanted his money too!
IN a separate incident, as a buyer I purchased a "mystery auction" that was suppose to include a vintage piece of jewelry. Well the selling price was only 99 cents, but the shipping was $4. It only weighed 2 oz. So, this person made money on the shipping. That would have been OK, except the piece I got was not vintage and it was broken. I contacted the person and he said "so what?" I filed a dispute, mailed the junk back to him and got my money fully refunded, including the shipping.
So, Paypal does have some good qualities too.

Yes..if you read my earlier guides, I've always suggested paying with both credit card and PayPal.

I have gotten lots of seller's accounts frozen. I warned them first. Uh, that means as a buyer, something went terribly wrong. I've bought fake gold a few times, and had product not as described (printers not work, bootleged software).

As a Seller I had zero problems with PayPal. I took care of my customers.

Truth is, if you are a seller , offering a small refund can be best, so both parties are happy without the return shipping.

In the instance where I won my dispute and the seller had zero funds..I got a credit card refund and the seller sent another dvd...after PayPal froze their account.

Well I did too as a Seller..however PayPal is introducing some new policies though..and even after you ship..they can decide the buyer is risky. That could invalidate your SPP.

What's got me so fired up?

I paid by PayPal and credit card...for a timeshare rental.
the rental somehow was never rented...and a week before the wedding I was frantic trying to find a place. Roach motels (sorry) that usually go for $39 were now $309 per night.

So I had to pay again for a rental.
I never got the item.
I have tons of documentation I never got the item.
PayPal does not consider cases over 45 days..(but they did limit the account) and my bank says I have to go after the merchant directly as PayPal just collects money.

So timeline aside, my Bank is telling me they will never ever charge PayPal back.
That is scary. I transact thousands of dollars on paypal and with the Bank each month.

But not anymore.

I looked up Google checkout and I don't see anything more promising.

No one is a true escrow service.


PayPal COULD have pulled the prove it is not vintage on you.

Most sellers after I tell them I will do a chargeback and they will owe $10
