Does your car have lowering shocks on it? If so, just change the shocks to regular factory ones. There is a little more detail that my hubby could sure help with. That's his specialty!
I know just what you mean because I also have a Neon. I must watch it all the time, and for some reason, the lowness, along with the design of the front end, causes me to run into the concrete parking bumpers quite often when I park. Hey, that raises the car a couple of inches but it isn't permanent...so I wouldn't recommend this method. (I never did this with other cars, really!) I'll be watching for the same answer you're looking for, LOL!
