Elmer glue, Elmer Fudd, Elmer Smith to mention a few, however the Elmer that comes to my mind’s eye is a restricted code word used to reference a person who has or may engage in the teaching or mentoring of another who has an interest in amateur radio.  In the teachings of interpersonal communications there is reference to "restricted code words", words that are used only in certain circles.  The FCC strictly forbids the use of codes or code words in Amateur radio communications, how can they be so technical?
