It looks like the engineers have the problem solved and have rolled out the solution to the site. So you can go ahead and start joining neighborhoods again.

i'm confused--i can't find any place on the neighborhood blog with a list of neighborhoods, and when i click on "join this neighborhood" nothing happens. What am i doing wrong?
