By disallowing Sellers to leave Negative Feedback, eBay is controlling the market, driving prices down and protecting unscrupulous buyers.  eBay's 'rationale' - a fallacy: "Buyers might fear retalliation of negative feedback" - people who fear negative criticism generally have done something to deserve it.  Buyers are far more likely to try to get something for nothing, hamper Sellers with Unpaid Items, file frivolous complaints, and demand Refunds for nothing more than Buyer's Remorse.  It is very time consuming to deal with this type of client; Sellers work dammned hard to please and some cannot be, and/or are career fraudsters.

eBay effectively encourages abuse by restricting the First Ammendment Rights of Sellers to protect themselves from career vultures - and even dishonest - Feedback. 

I believe they have chosen to do this in order to collect as many transaction fees as possible, irrespective of the grief to Sellers who work so hard, and may be put down by cheap shots.
