In America we used to say the Pledge by raising our had that way. It came from Rome, it was the Roman salute. We stoped doing that in the 1930's because Hitler and his Nazi party was doing it and we did not want Amerian kids to get confused, thus the had was put over the heart. However prior to 1930 we held up our right had in the Roman salute just like what you see there!
