Water, in its whole form, is not flammable by any means that I know of. HOWEVER It can be reduced to its basic elements - those being Hydrogen (2 parts) and Oxygen (1 part) - hence its chemical reference - H2O. Picture in your mind a Mickey Mouse face. The large head being the Oxygen atom and the two smaller ears being the Hydrogen atoms. Electrolysis, while quite brutal on a molecular level, is the most commonly known procedure for disassociating Hydrogen from Oxygen. Once this is accomplished the result is a perfect combustible mix of Hydrogen gas and Oxygen gas. Guess what! When the two gasses are mixed in a combustion chamber and ignited - POW! So, while it is highly unlikely that a gallon of water will explode under any circumstances - that same gallon of water can be manipulated to provide more than 1800 gallons of combustible gas!
